		<description>Ian you know that this is something close to my heart, making sure that funds are spent at ground level. As you say, probably best done by the agencies who are also on the ground such as Habitat for Humanity, Medicens Sans Fronteirs, local missions and the like. . .stay pragmatic . . agencies are like goverments . . full of well intentioned people who lose perspective when they reach positions of power.</description>
