		<description>During World War II the British army had a section called the Army Bureau of Current Affairs -Churchill hated it.  It published booklets and held lectures and encouraged discussion of a whole range of issues - and probably contributed to the huge change in British society post-1945.

Sometimes, I think a similarly daring consultative process should take place.  Governments should have the courage to say, &#039;we are at a watershed, where do &lt;em&gt;you&lt;/em&gt; think we should go from here?</description>
